What works
What does not
Maybe "Mouse Sensitivity" setting still affects performance (previous versions of wine struggled with it), but it wasn't tested properly on wine-7.8-staging.
Workarounds
Keep "Hardware Cursor" setting enabled and "Use Mouse Scaling" disabled in order to be sure that the game software doesn't add latency to the cursor movement in any way.

You will need mshtml.dll and wininet.dll from internet explorer 6SP1
I got mine using the latest version of ies4linux
Copy them to ~/.wine/drive_c/windows/system32
Use the libraries tab in winecfg to set them both to native
