Cutscenes have noticeable audio crackling problems
Audio has some crackling issues, particularly in the cutscenes. Try adding the 'xaudio2_7' override to native,builtin in winecfg as it should improve this.

Playing the entire game
As mentioned in the comments, avoid using the PlayOnLinux version of Wine as it fails to launch the game. I'd recommend using vanilla Wineonly.
As of Wine 3.5, the Vulkan LunarG SDK is not required to run the game.

Wine gained Vulkan support with 3.4 release. Older wine-staging had Vulkan support, but it was not sufficient (missing extensions).
As of Wine 3.4, enabling Vulkan support requires some manual setup that is described in steps 2 to 4 on the original wine-vulkan README page.
If you are experiencing audio choppiness/stutter, try installing 64bit version of XAudio2_7 via winetricks:
