Initially, sending data via Elster did not work.
I had to install lib32-libldap as Florian B. wrote in his comment about his Ubuntu insatllation, I did not have to change any DLL settings (via winecfg). https://appdb.winehq.org/objec...
So I just did:
pacman -S lib32-libldap
