Unless you use disable glsl, which will crash your game unless you use dx9single command, it stutters to a point where you can't turn your camera around especially in crowded areas or multilayer places like cities. Even with this, the stuttering will return in a couple or so hours of gameplay. At first, I thought this was a streaming problem as stutter happens when some objects have to pop-up in the game world, mostly when your character goes between different maps or you change characters often. I wasn't completely right but completing the whole download helped a little. However, FPS went single digits in cities regardless. I was playing at 1 FPS in Grove while outside world was running fine with few stutters here and there.
In my experience, I have to restart the game after couple of hours. While this isn't a huge problem for me because I usually don't play longer than that, it could be an obvious deal breaker for dedicated players who would like to spend their time playing Guild Wars 2.
Otherwise, experimenting with various in-game settings, Guild Wars 2 runs as expected as it does on Windows 10. - but on DirectX 9.
