为啥要设LC_ALL

Wine的语言跟随LC_ALL和LANG，但微信在英文Wine环境下中文联系人显示不出来。另外Wine的输入法模块底层是xim，底层实现做了一次UTF-8到UTF-16的转换，如果当前locale里面没有UTF-8的话（Docker镜像默认locale是POSIX）转换是会失败的（没有默认的CP_UNIXCP代码页），因此需要手动设置
