What does not

Adobe Air runtime may attempt to update itself when the game is launched for the second time. If you allow it to update, the installer hangs, after which the game will no longer start.

Workarounds

Do not allow Adobe Air to update when requested - the game runs perfectly well without the update. 

DISASTER RECOVERY

If you run the installer and it hangs, and the game will no longer load as a result, it's possible to make the game playable again by deleting 

/home/$username/.wine/drive_c/Program Files (x86)/Steam/steamapps/common/Winter Voices Ep 1/META-INF

And 
/home/$username/.wine/drive_c/Program Files (x86)/Steam/steamapps/common/Winter Voices Ep 1/AdobeAIRInstaller.exe

Verifying the game files via its Steam Properties to re-download Air.

Run /home/$username/.wine/drive_c/Program Files (x86)/Steam/steamapps/common/Winter Voices Ep 1/AdobeAIRInstaller.exe in Wine by itself (ideally from the command line)

This should either install Air or inform you that the current version is already installed. Wait a couple of minutes and, if you're connected to the internet, it'll ask if you want to upgrade Air.

You can safely do so, or opt not to.

Close any relevant dialogue boxes.

You should now be able to run Winter Voices as normal.

Only first episode tested so far, game not played to completion.

Additional Comments

The developer and publisher have changed - Beyondthepillars went out of business and innerseas, established by the game's original lead dev, completed the development of the game's final chapters and is continuing to maintain it.
