What works
I tested the first tutorial successfully including cut scenes - all working normally.
I tested the first scenario of the campain - cut scene crashed the game after a few minutes (unknown cause yet), restarted game and tried again, skipped cut scene and was able to play scenario without any issue.

fixme:d3dcompiler:compile_shader Compilation target "fx_2_0" not yet supported
Even installing `winetricks d3dcompiler_43` did not resolve this error.
