What works
The Mod Manager itself boots. If you have mods installed via the steam workshop, the Mod Manager will detect it, and list the mods. Inspecting information about installed/downloaded mods also works. The Mod Manager then can successfully launch the Editor. You can open both the Asset Browser and the AnimSet Editor. Exporting FBX animation data w/ a skeletal mesh for editing in external software also works.
What does not
When the editor displays a 3D viewport, moving a window or menu over it displays the non-updating window tiling effect thing... I'll provide an image link here.
Workarounds
As detailed in this comment on the Proton Compatibility Report for the application, the Wine Version must be set to 4.21, with .NET 4.6 installed. Additionally, Wine must be set up to provide a virtual desktop, with both Steam and the A Hat In Time game installed in the wineprefix. The d3dcompiler dlls 42, 43, and 47 must also be installed (it is unclear which are actually fully required). The comment on the compatibility report also mentioned that D9VK causes the editor to crash, and while this was not tested by myself, it should be noted.
What was not tested
Editing an existing mod, importing FBX animations and meshes, importing other data, exporting data besides FBX animation and skeletal meshes, building level geometry, testing a level or modification, cooking a mod, making a new mod, uploading a mod to the steam workshop, launching the application without launching Steam, and whether or not the Mod Manager or Editor works with newer versions of Wine/D9VK.

A warning: If you have a lot of mods (at the very least 148=<) for the A Hat in Time game installed, the editor will attempt to load all the mod package files, this will eat memory and cause the editor to hang. Unfortunately, the Mod Manager does not seem to have any functionality to disable this load process. You will have to unsubscribe from the mods on the workshop and delete them from within the WINEPREFIX/Steam/steamapps/workshop/content/253230 folder.
