The game works fine with degraded performance. There are little-to-no graphical graphical artifacts.
But there is a HUGE problem. Explosions from stationary things (water towers, fuel tanks, gas stations etc.) causes fpsdrops. The fpsdrops only last for a few milliseconds and only drops down to about 30-45, which is still playable (I will tell more about the framedrops in "What does not work")
What does not
The framedrops that i mentioned earlier will get worse over time, and can only be fixed by starting over with a new game. The framedrops will after a short time last for multiple settings and drop down to less than 1 fps! Just Cause without explosions is like a car without wheels... The framedrops makes the game uncompleteable, an therefore it's also unplayable...
Steam overlay is also enabled, but it's completely invisible.
The only workaround was making a new game. I tried different wineversions, different DXVK version, different graphical settings, different DLLs and nothing worked.
What was not tested
Everything was tested
I recommend trying it out, and see if it works for you. I had my issues, but i might work for you!
