Installation works with windows version set to "Windows 2000" or XP (Win 98 crashes at 100%).
Just insert CD1 and run: wine "D:\Setup\SETUP.EXE"
If you start the game you are asked to insert the CD2 but it will be never detected. The animated dialogue looks very broken.
After applying a no-cd-patch the game loaded infinitely without showing a window:
