What works

Everything works without any need for configuration. Bugs which were appearing up to version 1.6.x of Wine (like the always-on-top window) seem not to happen in 1.7.32 at all.

Need a script to overcome the "Failed to open COED11 dictionary file" error

To overcome the "Failed to open COED11 dictionary file" error, you need to run the coed11.exe program from a script which sets the working directory first. Create a script named (assuming that your COED11 directory is in Program Files):

cd "$HOME/.wine/drive_c/Program Files/COED11"
wine start coed11.exe

Make executable, and create your menu item with the command "sh".
