The radar refresh timer, instead of the 2-10 minutes it should be normally, is offset by UTC. If your timezone is UTC-5, it will take 5 hours to refresh.
Workarounds
Prepend TZ="UTC" to the command-line to mitigate the refresh problem. Edit the .desktop file of GRLevel3 to make it permanent. Changes will only take effect when the radar is polled for new data, as the refresh timer is cached for each image. This could take up to 10 minutes.
