LE stands for Learning Edition, it is actually TurboCAD v4, the last 2D TurboCAD (v5 and later are all 3D). LE was distributed as a free promo edition by IMSI/TurboCAD. Available as a free download from TurboCADables
Everything except insert picture files.
What does not
Inserting pictures files
What was not tested
I have used the program extensively, pretty well everything has been tested by now.
No bugs apparent since wine v0.9.54. Earns a platinum rating...inability to insert picture files is extremely minor.

For users familiar with later versions of TurboCAD: the "Edit Reference Point" command is not available by using the right-click drop down menu but is available using the key command "D". (This is specific to TurboCAD LE - not a Wine issue.)
TurboCAD LE will open files created by QCAD but only if they are saved as dxf(R12), not dxf(2000).
