(this is a TurboCad how to, not a wine issue) For users familiar with later versions of TurboCad: "Edit Reference Point" command is not available using rt-click drop down menu but IS avaiable using the key command "D".
TCLE is no longer available from freecad.com, however it is now available from TurboCadables http://turbocadables.com/download.php#turboCADLE
