Added device selector for Airspy R2/Mini/HF+/Discovery. The devices can be selected using the serial number.
A selected device can be unclaimed by selecting
Right click on the Tuning mode button reverses the mode.
Exposed RdsReset to the plugin interface.

USB doesn't work, so i use rtl_tcp.
All plugins i tested work fine.
requires dotnet48
installed gdiplus for better performance
