1.31 was last official release, this version is for those plus unofficial patches that fixes many game issues.
Master of Orion II installs and runs well in Wine. However there are other options. The DOS version of MoO II runs perfectly in DOSBox, and it's said to be more stable than the Windows version, especially in multiplayer. Better yet, there are unofficial patches being made by fans of the game. They use the DOS version of the game, and have a native Linux installer. The patches also have a native Linux launcher that gives you extra options for what version and mod you want to run, and what size to run it in. It doesn't do true fullscreen, but it's much bigger than the native DOSBox window.
Long story short, MoO II runs well in Windows (probably Silver), but you're better off running the latest unofficial patch.

Additional Comments
I realize this isn't strictly a Wine review, but I think it's important to mention the above: someone curious about running MoO II in Wine should know that there's also a DOS version that works well, and that there are unofficial patches that fix a lot of the little bugs in the game.
