What works

After successfully installing, the program appears to be fully functional. I do not have the problem with >File>>Page Setup which another reviewer reported; when I click on the menu item the requester pops up allowing me to choose a page size, margins and layout and seems to function normally. I was able to import document files created under Windows and convert them from Scrivener v1 to v3 format. Everything tested so far appears to work flawlessly.

What does not

The supplied installer executable does not work and play well with the Winetricks uninstaller for automatic installation; I kept getting a “called Tcl_Close on channel with refCount >0” error every time I attempted to install. 

Workarounds

Once a clean 32-bit Wine prefix is prepared with the proper prerequisites (core fonts, dotnet 4.6.2 or higher, SpeechSDK 5.1), the 32-bit executable installer (available for download from the Literature & Latte web site; free 30 day trial) can be run from the command line in a terminal and the program will install normally and can be registered with a valid license number.

What was not tested

I have not tested physical output to a printer.

Cannot find any such 32 version?

At the time of writing, it seems that Scrivener 3 for windows only comes in the x64 version, and limited to windows 10 and above. No x86 version.
Page Setup - Update

After reading this post I wanted to do additional testing to try and rule out a difference in distributions / versions.

Virtualbox

Installed: Ubuntu 20.04.1, PopOS 20.10 and I installed the following side by side not installing all updates after install.
Installed: Wine 6.10
Installed: Latest winetricks from raw.githubusercontent.com/Winetricks/winetricks/master/src/winetricks
Installed: Corefonts, speech SDK 5.1, dotnet 4.62 which includes a few previous dotnets versions automatically from winetricks.
Installed: Scrivener 3.0.1 32bit.
Created a blank document.
Clicked on Page Setup... from the menu option.

Result: Nothing happens in either virtual machine. No window and no output in the terminal that launched Scriv.

Can you share a bit more information that might of allowed your Page Setup window to load? Are you running cups? Have additional features installed via winetricks?

You're onto something! For the sake of testing, I stopped cups, and ran Scrivener. The page layout dialogue wouldn't come up. I started cups, and it did. So, yes, you do need to be running a print server for it to work. (I've got cups always running, so I never bumped into it.)

That was the issue.

Cups is running by default on the two test machines and my personal but no printer was installed.

Installed the cups-brf-printer which is the generic default printer, accepted the defaults when adding a new printer. I used this as I don't have a printer.

Restarted Scriv and the Page Setup showed up.

Made changes to the margins, did a few compiles the adjustments did work.
