To install it there is a newer setup program. Download Setup32.exe on https://www.projectpluto.com/setup.htm
I used a ISO file with Guide 9 and mounted/included it with winecfg as a cd-drive for the installation and to access the star catalogs.
To update the program to version 9.1 go to https://www.projectpluto.com/update9.htm and download a small zip file with the updates files.
