The setup wizard displays correctly.

What does not

When the setup starts to copy files it fails on 3 occasions:

The "NI LabWindows/CVI 2013 SP2 Low-Level Driver (Original)" installation has failed. Continue? [Yes]/[No]
Error
2: Failed to perform action the HI-TECH C51-lite installer. [OK]
Unknown Error [OK]/[Details <<] No details available

A license file is not installed, even if the user enters a serial in the beginning of the setup wizard.

Copying the license from another computer might work. Untested.

The install folder and the complementary folder in ProgramData do not
contain most of the files necessary for the application to function.
EXEs, DLLs and etc. files are missing.

Copying the missing files from an existing install does allow either of the two applications
to start, but it immediately halts with the error message "The
installation of this application may be corrupt. Use Add or Remove
Programs in the Windows Control Panel to attempt to repair this
program".
