The launch will always fail with an error message about the game needing at least 3 MB of virtual memory (most modern PCs have way more than that, which can cause issues with older games/applications).

Workarounds

There's a simple workaround: launch the game three times at once (click on its icon and press return three times). This will always launch the game. One instance will run, the other two will throw an error message about opening "GUNDAM.dxr". After closing them, the game is playable.
