Installed in 32-bit Wine prefix, Windows version set to Windows 2000.
What does not
CD needs to be properly mounted and LC locale set to Japanese (see workarounds).
Workarounds
Since there is no noCD patch that I'm aware of, the CD's ISO needs to be mounted, and then properly exposed to Wine.
$WINEPREFIX/dosdevices/d:: (note the double colon) should be a symlink to the .iso, whereas $WINEPREFIX/dosdevices/d: (note the single colon) should be a symlink to the mount point.
Launch both the setup and the game with the Japanese locale set to avoid tofu characters: "LC_ALL=ja_JP.UTF-8 wine setup.exe".
