Add fallback for DDS compression when installing older lists. This
should keep older DDS files from not being compressed without any
mipmaps at all.

What works
It can install itself (needs to be somewhere other than the Downloads directory on Z:\). The first part of the UI works where you can select if you want install a modlist. That's about it.
What does not
Clicking on install a modlist results in a very buggy UI. Only whatever is under the cursor is shown, everything else is black.
