Older version ~ V2.00F (beta) - This version has been around for at least the last two years, Virtual Mechanics confirm a V2 (non beta) release is in the pipeline.
I use it for creating a business website and it works just fine for that. It is more than capable of allowing you to design some excellent websites.
One important aspect is that you have to start you html pages from scratch i.e. you can\'t important html pages created on some other system.

What works
[To be updated with more detail but ...]
It installs without problem, however it creates a number of wine windows which hide the final 'finish' dialogue box, but just move the windows out of the way and you will find the finish dialog box and then you can click on the finish button.
When you first try to run it it will produce an error complaining about the file msvcirt.dll. Basically it can't find it, the reason being it has installed it into /home/[yourlogin]/.wine/drive_c/windows/system32 To make the program run just copy msvcirt.dll into /home/alt/.wine/drive_c/windows/system (not system32)
The demo project that is initially displayed comes up ok.
I will feed my own Web Engine designed website into it and see if there are any problems, but on initial inspection it looks like it all works.

Known Deviations & Solutions
WebEngine will not run even though the installation was successful
Solution : Copy msvcirt.dll from /home/[yourlogin]/.wine/drive_c/windows/system32 to /home/alt/.wine/drive_c/windows/system. (not system32).
SVG Preview Does not Work
When previewing a svg document the following error message is displayed, "The extension 'svg' is not registered on this computer. Would you like to choose an application with which to preview 'keypath.svg' ?" If you press 'yes' wine will abruptly terminate. If you press 'no' the focus will return to the main cleint area as it should. Solution unknown.
Only the top left quarter of the toolbar icons are displayed when 'large icons' are selected
Solution : To display the complete icon goto [view][toolbar options] and deselect large icons.
When webengine is first installed it defaults to using large icons for the toolbar on the left of the client area. Large icons don't display properly (using wine 0.9.10).
The program will not run, complains about two missing dll files SSCE5232.dll and MFC42.DLL
SSCE5232.dll and MFC42.DLL must be present in /home/[yourlogin]/.wine/drive_c/windows/system and NOT
/home/[yourlogin]/.wine/drive_c/windows/system32. If they are in ../system32 copy them to ../system. Do not
move them as other programs may expect them in system32.
The error you get when these two files are missing is shown below ..
wine "C:\Program Files\Virtual Mechanics\IMS Web Engine V2\bin\IMSEngineV2.exe"
err:module:import_dll Library SSCE5232.dll (which is needed by L"C:\\Program Fil
