HOWTO
In order to make this work:

Go to Wine -> Configure Wine 

Click Applications

Click Add Applications

Find the location of the Ifinger .exe file (probably C:/Program Files/Ifinger/ifinger.exe)

Click "Windows 98" under the Windows dropdown. 

Save.

This makes it much more stable and keeps it from disappearing all the time and not allowing it to be brought back.
