What works

Everything, it seems.

I encountered problems because I didn't actually install the application through Wine.
I was initially trying to run the application from my mounted NTFS volume, which was of course read-only. More importantly, the application has three directories in the root of the C: drive. This meant the application itself (\TMCEPCW2\Gcdrom.exe) could not find the other two directories as they were not in my Wine virtual C: drive.
I am 100% confident that installing the application through Wine would work perfectly. I can not remember where my install discs are, so instead I copied over the TMCEPCW2, TMCMSTW2 and TMCTMPW2 directories to ~/.wine/dosdevices/c: , and also copied the relavent .OCX files from my working windows XP system32 directory. These files are easily identified because they are all capitalised unlike most other Win32 files. there were about five .OCX files. I ran regsvr32 *.OCX after copying them and all was well.

I should re-itterate that a normal install would I am sure work perfectly.

There are some fixme:ole:LoadPicturesEx warnings. If I set oleaut32.dll to native with a win98se dll these warnings go away but images and diagrams are not displayed correctly in the application.

What does not

Nothing.
