I think that the problem could be solved if we install the msiexec packages to install *.msi

Set Windows version to WIN10
Set msvcr90,msxml4, msxml6,ole32,oleaut32,riched32,rpcrt4 to (builtin,native).
After that opening X3 13 files works fine! Someone coplained before that they crashed the app and that was true.
