First of all, you need Wine (pretty obvious). In theory, any version will do, but I'd suggest the newest, 1.3.17. (you should do this in a different wine prefix if also using other apps)
1. Get native wininet. "winetricks wininet" in Terminal should do.
2. Disable two libraries - Open Wine Config, get to the Library section, add d3d8 and d3d9 and mark them as disabled.
3. Get the standalone launcher
4. Install it.
5. Play!
If the game crashes right after you login, try "winetricks vcrun2008" in Terminal.
Optional: To get music working you need a software synthesizer and a windows-like soundfont (For example Roland Sound Canvas Tuned). Getting midi working in Wine is described in Wine wiki.
It may be best to do this in a new Wine prefix

Installing
Open winetricks and install the Windows component called d3dx9.
Next, open the Disney's Toontown Online installer that you downloaded earlier.
Once the game is installed, the launcher will load.
You should now be able to log in and play.
