What works
I can install and start the application and use it up to generating programming files. Starting an installed ModelSim also works. I ran the compilation process with all options and optimizations enabled.
What does not
When the installation really hangs at the end, simply kill it. It seems to have all done. Perhaps only killing explorer.exe and others also helps - but I found out this to late. Now I'm happy all is installed. Programming will surely not work because loading the drivers fails. The application has to be started under a Non-WinNT (I use the WinME emulation), despite it's official requirements. This stops the JTAGSERVER from being started, which hangs the application on start. At the first starts the application sometimes hung but killing explorer.exe always helped.

Good question with all those functions. Most I guess but for me as a student it's quite enough working.
