What works
DirectDraw, sound, music (from audio-cd) controls with keyboard and joystick (although some fixme appears in console). Game is fully playable in DirectDraw
What does not
Same as before - Direct3D shows black screen - if we navigate blindly to the character selection screen - we can see the model of Sonic and others, but it lacks textures, if we try to start the race game will crash. Also see special note.

I think it deserves GOLD - after all game seems to be fully playable in DDraw.

There is a weird bug in this game, that manifests itself on modern computers by following error:
"An integer divide by zero was encountered at address 004801d9"
You can get rid of this bug by using patched exe provided by @GameX (thank You very much ;) ):
