What works
App installs, using the provided executable installer, though I had to muck around with the graphics settings in winecfg to stop the installer from hiding its own dialogue boxes. I'm not certain which setting changes were needed, but am pretty sure that one of them was to run in a virtual desktop. Application attempts to draw a splashscreen on startup, which doers not work. Workaround is to invoke with:
wine Dolphin.exe -nosplash Community\ Edition.img
Debugger works, some windows draw correctly, others fail, or fail partially. Code can be written and evaluated with care.
What does not
Main toolbar window is drawn at tiny size, cannot be resized. There is *just* enough room to select File->New Workspace (or just press ctrl-N)
Press the brown cog-wheel icon to bring up a Heirachy Browser. This will partially draw, then bring up errors saying a call to GDI failed, when trying to create a palette.

What was not tested
Not much beyond basic smoke test. Things like arithmetical expressions can be evaluated and code snippets can be run. Major errors are screen drawing related (widgets, panes, etc) and it's not possible to do much before they start working.

Additional Comments
Not usable in present state, but tantalisingly close - I suspect it's only one or two graphics related errors away from being functional.
