In order to get the application to start you -must- put gdiplus.dll in your system32 directory. Even though it starts, not being able to send in the system information, i.e. the entire point for the application, makes it deserving of a garbage rating. Note: there is no install process, you download a folder with the .exe, 2 files, and some images for the 'moods' feature. running the .exe starts the program.

Remember, in order to get this application to work, you -must- acquire a gdiplus.dll file and put it in your /path/to/wine/system32 directory.
Also, note that this app has no install process, you can simply mkdir JSIG in your /path/to/wine/Program\ Files directory and put all of the files from the j-sig zip folder into it. Then run the app with wine ./JSigClient.exe
