If you are using just ALSA, then HoI II will complain about a lack of sound device if any other application is using ALSA. As a result it won't play sounds, and stands a pretty good chance of crashing when you right-click and select a non-Scenario country in the Scenario selection.

I suspect the ALSA bug is really a matter of dodgy programming with HoI II itself, but it happily avoided if you have a sound server (ESD, Pulseaudio) setup.
