What does not
The "announcements from Intuit" window that often appears at startup still appears blank (bug filed).
Clicking the Personal Cash Flow tab gets an Unhandled exception code c0000005 and exits. Attaching winedbg suggests this is strlen() of a null string, but if you continue, the tab appears and the program continues to run.

This is with no Library overrides, no winetricks, and the Quicken binary qw.exe set to Windows Version "Windows 98" in winecfg. Intuit announced that as of April 27, 2011, the online services for Quicken 2008 have expired. This includes online bill pay, download of financial data and stock quotes, and uploading portfolio info to Quicken.com. Time to upgrade to Quicken Deluxe 2011, see its notes in the database.
