To see characters at the character creation screen, and, to prevent the game from crashing after entering you need to disable Pixel Shaders: winetricks -> Change settings -> check "psm = disabled" No overrides used, however, I did try d3dx9_36 to see if it had some impact on game performance. It didn't, so I set this back to builtin. Game seems like it would work at a platinum level if the performance and shader issue was addressed.

Using FBO as the ORM crashes with fglrx drivers
This is not a Wine bug, it is a fglrx bug. Please do not open a bug for this, it will just be closed.
