What works
I tried using the wine command to invoke the Rose installer instead of the Wine installer GUI.
This time the installer ran. It ran almost to completion then failed with the message:
The program _INS5176._MP has encountered a serious problem and needs to close.
Using the command line (wine rose.exe) the following message was displayed several times then Rose opened its usual window.
err:typelib:sltg_get_typelib_ref Unable to find reference
Loading a model file caused the following message to be displayed several times:
fixme:imm:ImmGetOpenStatus (0x143368): semi-stub
The file did load and the following functions were used successfully:
Class, sequence, component, deployment, collaboration diagrams tested okay.
Export/import to/from petal files seemed to work but I don't use this function much so the test was cursory.
What does not
The installation process does create the appropriate menu items on the Wine menu but attempts to run Rose Rose from the menu simply die without opening a window.
Operation specification windows pop-up behind the window that opens them. A minor inconvenience.
The vertical diagram tool bar had to be detached to be able to see all the tool buttons (all diagram types).
Other errors messages displayed in terminal window, most several times:
fixme:win:LockWindowUpdate (0x10020), partial stub!
fixme:win:LockWindowUpdate ((nil)), partial stub!
err:tooltips:TOOLTIPS_Timer How did this happen?
Displaying diagrams in an alternate notation (OMT or Booch) failed. The UML notation remained.

Additional Comments
In my normal use I only use a small subset of Rose's functions. After a few hours of testing I think the current level of support will allow me to use Rose on Wine. Since there will be inconveniences which will slow me down I was unable to give it the silver rating.
